The Federal Prosecutor will investigate Meta to determine if the proposed company changes will take place in Brazil. This inquiry follows recent remarks made by Mark Zuckerberg about replacing the fact-checking program with the “Community Notes” system.
The evaluation will take place within the context of a civil investigation started in 2021, examining the accountability of major tech firms for the content shared on their platforms. The MPF is also assessing if the newly implemented measures conflict with past suggestions given to the company in Brazil.
Meta has been enforcing content regulation measures since the survey started, but recent alterations have raised worries, as per MPF sources.
Zuckerberg’s announced changes may conflict with established regulations in various countries and with Brazil’s Marco Civil da Internet.
Replacing the fact-checking program with a community evaluation system may not comply with local regulations, leading the MPF to request clarification. In July 2022, the MPF had already fined Meta R$ 1.7 billion for breaching user rights.
The discussion about regulating platforms in Brazil is happening at the same time as the Supreme Federal Court’s assessment of the constitutionality of Article 19 of the Internet Civil Framework.

Ministers Dias Toffoli, Luís Roberto Barroso, and Luiz Fux have already cast their votes, and the decisions could be influenced by Meta and other leading companies in the industry.
Meta’s recent global announcements also prompt inquiries regarding potential political and economic motivations.
There are concerns that the modifications are in line with U.S. interests, particularly following Donald Trump’s remarks supporting the company and opposing international regulations.
